Dr. Charles Painter

Senior Vice President, Intelligence Community Business Unit (ICBU)

Dr. Painter is an 18-year veteran of the Central Intelligence Agency and National Reconnaissance Office. He served in a number of management positions providing operations and security support to national security activities domestically and overseas. During his tenure, Dr. Painter supported intelligence operations in 27 countries on four continents.

Before joining E-merging Technologies Group, Dr. Painter served as an Assistant Vice President and Senior Program Manager for Science Applications International Corporation. In this position, he managed multiple sensitive programs supporting the CIA, the National Geospatial-Intelligence Agency and the Department of Homeland Security.

Dr. Painter holds a Ph.D. in Public Administration and Policy from Virginia Polytechnic Institute and State University. He is certified as a Project Management Professional (PMP) by the Project Management Institute.
